The process evaluation that I chose was program quality assurance. It is a fairly broad evaluation that focus on the quality and approach of the quality of the program (Dudley, 2014). I selected program quality assurance because of the focus group having the ability to share what is working well with the other agencies and they all would be able to improve with each others suggestions and insight. Quality assurance can be referred as quality improvement or quality control (Dudley, 2014).

Describe the stage of program implementation in which the evaluation occurred, the informants, the questions asked, and the results.

The stage of program implementation when the evaluation will occur is during the data collection stage. The informants in this case would be the 10 social workers that are participating in the focus group. The questions asked are: what works well for your agency? What have you tried and how has it helped? The results must have been positive because the facilitator thought that it was a productive focus group and they planned to conduct more focus groups in the future.

Based upon your comparison of the case study and the program evaluation report that you chose, improve upon the information presented in the case study by identifying gaps in information.

In order to improve on the presented case study, I think what they discussed has to be known in order to improve upon it. So, gaps in information would be what is the outcome of the focus group. What was shared and what each social worker thought was improved upon is important to know.

Fill in these gaps as if you were the facilitator of the focus group. Clearly identify the purpose of the process evaluation and the questions asked.

Allow the participants to fill out a survey about what they learned or gained from the focus group or have them participate in an interview afterwards as a way to fill in the gaps of information. It will allow for the questions of what was learned and how will you apply these practices and procedures to your agency going forward. This ties in with the purpose of the process evaluation, which is to improve the quality of the agency.

The process evaluation I have chosen is client satisfaction. This allows for the determination of how satisfied the clients feel with interventions being utilized within their treatment or participation in a program. According to Dudley (2009), these studies are extremely important as they reveal the client’s perceptions of the services they are receiving, what they feel is working, and what may be problematic (pg. 175). Understanding what is helpful for the client and where there may be a breakdown in services can help promote continued participation in the program as well as where improvements can be made to better serve the target population.

The case study evaluation occurred during data analysis to determine and explore the application of a cross-system collaboration and its effect on service delivery outcomes among social service agencies (Plummer, 2014). The informants in this evaluation were ten social workers from various agencies in a large urban county on the West Coast. There were eight questions asked that look at examples of cross-system collaboration and the strengths and barriers observed in using the model. The outcome was considered successful based on the feedback they received being useful. This information allowed for them to make adjustments in upcoming plans.

In order to improve upon this case study, more information would need to be shared. The specific questions asked being one, and the feedback received is the other. I chose client satisfaction as my process evaluation. With these pieces of information being made available then it would allow for further areas of need to be evaluated by clients also using these services in addition to the service providers at these agencies. The study focused on the represented agencies that addressed child welfare, family services, and community mental health issues and not the clients accessing services within those agencies. Having client perception on the effectiveness of cross-collaboration would be essential, especially for clients receiving support services from multiple agencies.

In the case of clients receiving involuntary services there may be some exceptions to how helpful client satisfaction surveys may be in the above example. According to Dudley (2009), the clients lack of satisfaction may be related to their involuntary status. Therefore, it would be essential to determine this prior to creating a focus group. Also, in the case example having a follow-up questionnaire for the social workers to share their experience of the group would be helpful so that improvements can be made for future evaluation studies. I would also like to see how effective the changes made post-study were with the implementation and added component to all agency annual plans.
