Under the 10th Amendment, what are states rights? Why has America needed the federal government to temper the power of states rights?

Identify 3 current political issues that are utilizing states rights arguments as the basis for states in America to oppose and to limit the rights of particular people.

Give 3 reasons why the 10th Amendment will be at the center of tension between federal and state authorities under the changing racial dynamics called The Browning of America.
