Example: (From your textbook) The United States imposes tariffs of 25% on all imported steel and 10% on all imported aluminum. Recently exceptions have been made for steel and aluminum coming from Canada but restrictions on all other steel and aluminum imports remain. At the time the president cited national security concerns. Additionally, for many years prior to the imposition of the 25% tariffs by President Trump U.S. steel companies have argued for protection. The steel industry has made claims of dumping by several companies and President Bush imposed steel tariffs of up to 30% in 2002. The people most likely to gain from these tariffs are the owners of steel-specific capital here in the United States. Another group that would theoretically stand to gain would be workers in the steel industry. Workers in non-steel sectors in steel producing countries would also potentially stand to gain from these restrictions. The people who would be opposed to the tariffs would be consumers of steel in the United States who would be paying higher prices with the tariffs. Additionally, the steel producers in other countries would likely oppose these tariffs as well as they would not be able to sell as much steel after the tariffs were imposed.
