Pro: Governance in the USA would be substantially improved by permanently eliminating filibusters in the U.S. Senate. No other established democracy has a legislative body with such a rule. Allowing 41 out of 100 Senators to stop legislation violates the basic principle of majority rule. American government already has plenty of constitutional checks against the concentration of power without the influence that filibusters give to Senate minorities.
Con: It would be a huge mistake to entirely eliminate the filibuster. The founders of the American constitution were rightly concerned with preventing the worst abuses of government power. By slowing down the legislative process, the filibuster helps foster a truly deliberative democracy in which minority opinions are fully considered and compromises are promoted. There are already enough exceptions to the filibuster rule, such as budget reconciliation bills and judicial nominations.
