As to the issues that were exploited during Covid-19 on the Reservations and Standing Rock was the health and healthcare system of the Native Americans. As well a lack of resources such as clean water for washing hands. Diabetes already desements many Native Americans which causes many health problems. So when you add Covid-19 into the mix, it is only making everything worse. As well, many families live in a single home that are packed to where they are impossible to maintain social distance.
Some of the ramifications for the Native Americans that have been shaped by the history has come from events of losing land for farming, lack of funding to support necessary education and healthcare. There is also a lack of respect between the US and Native Nations such as the Dakota Pipeline where there is no respect on Native American lands and the treaties that were in place for many years. It seems there is a continuous trend of US companies and governments acting first then asking for forgiveness later. There are some positive outcomes that came from the battle with the Dakota Pipeline such as there is more support for Native Americans from the US government and US population as well among the Native American tribes.
