Health care is a public policy that differs depending on where you live; therefore, the health care in the United States differs from the health care in Canada and Germany. In the United States, the Affordable Care Act has led to many discussions. Main issues are the increased cost and annual deductibles, as well as a lack of providers, making it more difficult to provide adequate and affordable health care for the community (HealthCare.gov, n.d.). Other countries have enacted plans to help with health care coverage as well.
In Germany, health care is based on statutory health insurance and a state-funded health care system. Anyone who earns a set income is required to pay for health insurance. There are different tiers of health insurance such as the Allgemeine Krankenkasse (AOK). The AOK covers everyone with statutory insurance with equal rights to medical care and continued wages when ill. The premiums are based on income. The next tier is semi-private health insurance (e.g., the Deutsche Angestellten Krankenkasse). The top tier includes the private health insurance coverage for business owners, providing the premium health care. All premiums are based on annual income (PubMed Health, 2018).
In Canada, the health care system is provided through provincial and territorial systems of publicly funded health care. It is guided by the Canada Health Care Act of 1984 (Government of Canada, 2018). These are just a few examples of how healthcare is managed outside of the United States.
As a scholar in public administration, you are asked to present health care options based on three different countries information for the next congressional meeting in your state. Be sure to include the following information:
Perform a SWOT analysis of each health care system presenting the strengths, weaknesses, opportunities, and threats of each system. You are required to evaluate the United States system but may choose two other countries besides Canada and Germany. Be sure to emphasize ethics when preparing your SWOT analysis. Facilitate a cost/health care benefit analysis for each system to determine the best fit for your state (be sure to identify your state to provide context for your presentation). Prepare a budget plan for the implementation of your chosen healthcare program. Incorporate appropriate animations, transitions, and graphics as well as speaker notes for each slide. The speaker notes may be comprised of brief paragraphs or bulleted lists and should cite material appropriately. Add audio to each slide using the Media section of the Insert tab in the top menu bar for each slide. Support your presentation with at least five scholarly resources. In addition to these specified resources, other appropriate scholarly resources may be included.

Notes Length: 200-350 words for each slide
