Building on your proposal, describe/explain larger problem or issue created by or potentially addressed with technology (probably both). Link you discussion to a theoretical point of view ie. Critical theory, McDonaldization etc. Advocate for a potential change that can positively impact.
This can be something already on political agendas, or something new. The mitigation/change should be something that can be accomplished if political will is generated. (Legislative changes, changes in policy, shifts in funding priorities etc). Be explicit! Cite sources, anticipate and answer potential questions.
Identify a group, agency or organization that could realistically enact or advocate for your change.
Include a copy of the letter/email/statement you send to the appropriate elected representative, agency, company etc. Please also send your letter/statement

Please be sure to have at least 4 academic citations in your paper. You may use course texts as two of the six. You may have as many non-academic citations (newspapers, online sources etc), as you like.
