In his speech at John Hopkins University, Walter Mead outlines 5 key components of U.S. Grand Strategy over the long term (what he facetiously calls the Secret Anglo-American Plan for Global Domination). Since he gave this presentation a decade ago, the U.S. foreign policy community has largely come to reject the view of a rising China as a “responsible stakeholder” in the existing global system, and increasingly sees it as a revisionist challenger to it. Assuming this view is accurate, what does that mean for U.S. grand strategy? Does it still represent the best way forward for U.S. strategists, does it signal the failure of that strategy, or does it simply need some updates to address new challenges? Explain.

A note on constructing this essay: My advice is to structure this essay very deliberately. Before you write, know where you are going with it. Start the introduction by articulating your overall answer to this question. Then, come up with 3-5 supporting arguments. You can follow Mead’s organization by addressing each of the components of the strategy he outlines in turn, or you may choose to create your own structure that makes more sense. Whatever you do, please make sure it is well organized, and that each paragraph fits into a bigger picture that makes your argument coherent. This should primarily reflect your own thoughts, while drawing on what you’ve learned in this module and throughout this course. Direct quotations should be used very sparingly.
