 The Rampart Crash Scandal left a bad mark on policing nationwide. The behavior developed under the noble cause umbrella, and the initial impact was rewarded by management. The intentions were good, the unit believed they were serving the public by cleaning up the streets with their own rules, despite laws, and policies. If their own selfish needs had not taken over the CRASH Unit may still be functioning today. When stealing money, drugs, planting evidence, become “normal” the mission has failed the community. Because the initial results were so good, supervisors, and managers probably let the many improprieties slide, and did not enforce basic rules. The managers probably did not insert themselves, because the mission appeared to be successful at least in “face value.” I believe the supervisors, and managers often “turned the blind eye,” and did not question the tactics or methods as to not affect the unit’s morale. This We now know the outcome of the lack of supervision allowed the culture within the Crash Unit to flourish. I believe if a specialized unit was making large amounts of arrests, seizures, and gun/evidence recoveries, coupled with crime reduction. Some supervisors would still not question the “means” in which the “ends” occurred.
