Funding a sport facility is challenging in the best of times, but in an economic downturn, sport administrators are sometimes forced to be creative in seeking funding sources. Imagine that a state task force convenes to discuss potential sources of revenue for a new indoor multipurpose sport facility that will serve several counties. One member raises the possibility of increasing a tax on cigarettes that can be used as a funding source. “That way, those smokers who are making our community unhealthy will pay with their wallets,” the member says. Are such taxes, known in the vernacular as sin taxes, a legitimate source of revenue for sport facilities and other sources of sport revenue? This is only one type of funding source; others include property and sales tax and public–private partnerships.
